About this opportunity
The Executive Office of Technology and Security Services (EOTSS), through its Bureau of Geographic Information (MassGIS), is issuing a Notice of Intent to Procure Services for Elevation Derived Hydrography (EDH) data development across a seven-state New England region, with responses due September 15, 2026 at 5:00 p.m. Eastern Time. This is a due-diligence posting rather than a formal procurement; EOTSS will decide after the response period whether to proceed with a contractual arrangement with USGS or withdraw the notice.
The scope covers approximately 8,989 square miles across Connecticut, Massachusetts, Maine, New Hampshire, New York, Rhode Island, and Vermont, encompassing 50 regional watersheds. Deliverables include Elevation Derived Hydrography data developed from topographical lidar, adhering to USGS Lidar Base Specification and USGS EDH Acquisition Specifications 2024 Rev. A3. Work requires integrating underground stormwater drainage networks and pipeline infrastructure data, identifying top-of-stream-bank locations, and revising wetland data for placement in the public domain through the USGS National Map.
The estimated project expenditure is $398,424.53. EOTSS is leveraging partnership with USGS to reduce internal staff effort on quality assurance while accessing USGS expertise; joint funding from participating state and local governments and federal agencies enables the project scale.
Responses should be submitted to Shawn Johnson, Secretariat Chief Procurement Officer, Executive Office of Technology and Security Services, One Ashburton Place, 8th Floor, Boston, MA 02108, or via email at Shawn.johnson@mass.gov.
