About this file

This Notice of Intent to Procure Services is issued by the Executive Office of Technology and Security Services (EOTSS), specifically through its Bureau of Geographic Information (MassGIS), in partnership with the US Geological Survey (USGS) to develop Elevation Derived Hydrography (EDH) data across a seven-state New England region. The project encompasses approximately 8,989 square miles throughout Connecticut, Massachusetts, Maine, New Hampshire, New York, Rhode Island, and Vermont, including 50 regional watersheds. The EDH data will be developed from topographical lidar and will adhere to USGS Lidar Base Specification and USGS EDH Acquisition Specifications 2024 Rev. A3. Project requirements include acquiring data enhancements such as integrating underground stormwater drainage networks and pipeline infrastructure data, identifying top of stream bank locations, and revising wetland data for placement in the public domain through the USGS National Map. Interested vendors and offerors must submit responses by 5:00 PM Eastern Time on September 15, 2026. Following the posting period, EOTSS will determine whether to withdraw the notice or proceed with developing a contractual arrangement with USGS.

The estimated expenditure for this procurement is approximately $398,424.53. EOTSS is utilizing this due diligence posting to ensure the process remains open, fair, and competitive, rather than conducting a full formal procurement. By partnering with USGS, MassGIS benefits from reduced staff time and effort for quality assurance on project deliverables while leveraging USGS's extensive expertise. The project scale is feasible due to joint funding commitments from participating state and local governments and federal agencies. Responses should be directed to Shawn Johnson, Secretariat Chief Procurement Officer, at the Executive Office of Technology Services and Security, One Ashburton Place, 8th Floor, Boston, MA 02108, or via email at Shawn.johnson@mass.gov.

Notice of Intent (NOI) to Procure Services from the US Geological Survey September 1, 2026

The Executive Office of Technology and Security Services (“EOTSS”) announces its intent to procure services from the US Geological Survey (“USGS”). EOTSS, through its Bureau of Geographic Information (“MassGIS”), participates in the USGS 3D Hydrography Program (“3DHP”). Under the 3DHP program, MassGIS has the option to partner with the USGS and have the USGS conduct this procurement through their Geospatial Product and Service Contracts. EOTSS will choose this option.

The USGS partners with state and local governments, as well as other federal agencies on Elevation Derived Hydrography (EDH) data developed from topographical lidar. For this project, EDH data will be developed for approximately 8,989 square miles throughout Connecticut, Massachusetts, Maine, New Hampshire, New York, Rhode Island, and Vermont, including 50 regional watersheds. Project specifications will adhere to the USGS Lidar Base Specification and USGS EDH Acquisition Specifications – 2024 Rev. A3; these specifications are industry standard.

By partnering with USGS, MassGIS saves the staff time and effort required to perform quality assurance for the EDH project deliverables, while taking advantage of the USGS extensive staff expertise. Additionally, the project scale is possible due to joint funding commitments by the respective project participants. The project requirements include acquiring a number of additional data enhancements, including integrating underground stormwater drainage networks and pipeline infrastructure data provided by the Commonwealth, identifying the top of stream bank locations, and revising wetland data to be placed in the public domain for the USGS National Map. These additional data enhancements will benefit both the Commonwealth and USGS.

EOTSS is posting this Notice rather than conducting a full procurement because EOTSS believes this opportunity represents best value to the Commonwealth and is utilizing this Due Diligence Posting to ensure that the process is open, fair, and competitive. EOTSS estimates the expenditure for this procurement to be approximately $398,424.53.

Response Requirement and Deadline All Interested Vendors and Offerors interested in responding to this Notice, regardless of prior communications with EOTSS, must submit a Response to this posting with their interest or comment. All required information must be submitted by 5:00PM (prevailing Eastern Time) on September 15, 2026 to the contact listed below.

After the NOI posting period is completed, EOTSS will either (i) withdraw the notice and not proceed with procuring services from the USGS or (ii) proceed with developing a contractual arrangement with the USGS.
