About this opportunity
Palm Beach County's Facilities Development and Operations Department is requesting quotes and bids for structural and miscellaneous repairs at PBSO Aviation (Project P-2024-006300.1), with bids due August 6, 2026 at 2:00 p.m., and a mandatory pre-bid conference on July 9, 2026 at 10:00 a.m. at 4345 Southern Boulevard, West Palm Beach. A mandatory 25 percent Small Business Enterprise subcontracting participation goal applies; bidders unable to meet the goal must submit a waiver request documenting good faith efforts and may earn up to 100 points for consideration.
The scope includes rehabilitation or replacement of three overhead hanger doors (Option #1: rehabilitate existing doors; Option #2: replace doors and hydraulic arm systems), installation of pre-finished wall panels with insulation on the north side of the building, and replacement of metal siding and rubber door covers and seals to prevent water intrusion. Replacement metal wall panels must comply with the 2023 Florida Building Code and Miami-Dade Notice of Acceptance approvals, with required insulation of R-13 cavity plus R-6.5 continuous (R-13 + R-6.5ci) for Climate Zone 1, or equivalent compliance using the overall assembly U-factor method.
Substantial completion is required within 240 calendar days from Notice to Proceed, with liquidated damages at $120 per day for delays. Bid security at 5 percent of bid price and public construction bonds at 100 percent of contract amount are required for bids of $200,000 or more, due within 14 days of award. A 12-month warranty on equipment and labor and a 5-year warranty on compressors apply from substantial completion. Employees must obtain Critical Facilities Background Check clearance for airport access prior to work commencement.
Bidders must be qualified under Palm Beach County's Annual Contract for Minor Construction Services, with qualification applications due at least 10 days before the bid due date. Contractors must submit completed OSBD Schedules 1 and 2 documenting proposed subcontractors and SBE participation, execute a Human Trafficking Affidavit, and comply with the Commercial Non-Discrimination Certification. Access to confidential building plans and drawings requires execution of a Non-Disclosure Agreement submitted to FDO-CID-Bids@PBC.GOV. Addenda One, Two, and Three have been issued; bidders must acknowledge receipt of all addenda on bid proposal forms.
