About this opportunity

Palm Beach County's Facilities Development and Operations Department is requesting quotes for structural and miscellaneous repairs at PBSO Aviation under IFQ P-2024-006300.1, with quotes due July 30, 2026 at 2:00 p.m. A mandatory 25% Small Business Enterprise participation goal applies; bidders unable to meet this threshold must submit a waiver request with good faith effort documentation by the bid due date. Attendance at the mandatory pre-bid conference on July 9, 2026 at 10:00 a.m. at PBSO Aviation's main entrance (4345 Southern Blvd., West Palm Beach) is required for bid eligibility. Addendum Two, issued July 9, 2026, revises Exhibit 1; failure to acknowledge receipt of Addendum Two and any prior addenda on the bid proposal form may result in disqualification.

The scope comprises rehabilitation or replacement of three overhead hanger doors and installation of pre-finished wall panels with insulation on the north side of the building. Bidders may submit quotes for Option 1 (rehabilitation and repair of existing doors) or Option 2 (replacement of doors and hydraulic arm systems); both options include replacement of metal siding, rubber door covers, and seals. Work must be substantially completed within 240 calendar days from Notice to Proceed, with liquidated damages of $120 per day for delays. A 12-month warranty on all equipment, materials, and labor is required; compressors must be warranted for five years.

To be eligible, contractors must hold qualification under Palm Beach County's Annual Contract—Minor Construction Services, with applications due at least 10 days before the quote due date. For bids of $200,000 or more, bid security of at least 5% of the bid price and a public construction bond equal to 100% of the contract amount are required. Bidders must complete OSBD Schedule 1 and Schedule 2 forms identifying all subcontractors and their SBE status. The facility is located at Palm Beach International Airport and requires critical facilities background checks and SIDA/AOA/sterile area badging. Access to confidential building plans and specifications requires execution of a Non-Disclosure Agreement submitted to FDO-CID-Bids@PBC.GOV.
