About this opportunity
The City of Napa is requesting sealed bids for paving work related to water facilities and leak repairs throughout the city under IFB W2026-1, with bids due November 12, 2026 at 2:00 p.m. via electronic submission through the OpenGov procurement portal. Bidders must hold a valid California contractor's license (Classification A or C-12) and be registered with the California Department of Industrial Relations; prevailing wage requirements under California Labor Code Section 1720 et seq. apply.
The scope covers paving and leak repair work at multiple locations across Napa. Work includes traffic control with lane closures limited to 8:00 a.m. to 5:00 p.m., removal of existing asphalt concrete pavements, installation of virgin Class 2 aggregate base at minimum 95% compaction, and placement of hot mix asphalt (HMA) with Grade PG 64-16 binder in maximum 0.25-foot compacted layers. Work is authorized Monday through Friday, 7:30 a.m. to 5:00 p.m., with school-zone restrictions of 9:00 a.m. to 2:00 p.m. Contractors must provide 48 hours' written notice to residents prior to work commencement and coordinate driveway closures (limited to five continuous working days unless otherwise authorized). All utility structures—sanitary sewer manholes, water valves, electrical boxes—must be adjusted to grade within five working days of final HMA overlay placement. Work is governed by City of Napa Standard Plans and Specifications (January 2022 as amended), Caltrans 2026 Standards, and the California Manual on Uniform Traffic Control Devices.
The estimated construction cost is $730,000. Project start is anticipated on or about December 1, 2026, with mandatory completion in 45 working days from Notice to Proceed; Priority A locations must be completed by February 15, 2027. Liquidated damages are $1,500 per day for each day of unexcused delay beyond the 45 working day deadline.
Bid security equal to ten percent of the maximum bid amount must accompany each submission (cashier's check, certified check, or bid bond). Upon award, the contractor must submit performance and payment bonds each for 100% of the contract price within ten days, along with required insurance certificates and endorsements. A one-year warranty period commences with City acceptance; the warranty bond is set at 15% of final contract price. Contractors must submit a completed Bidder's Questionnaire within 48 hours of City request following bid opening. No pre-bid conference or mandatory site visit is specified; contractors may request written authorization for site access. Contract award is anticipated within 60 days of bid opening.
