About this opportunity

The Wisconsin Department of Transportation is requesting sealed proposals for pavement repairs and replacement on Interstate 41 and US Highway 151 in Fond du Lac County under projects 1100-56-70 and 1100-56-71, with proposals due October 13, 2026.

The work spans four construction stages: storm sewer installation from IH 41 to the Fond du Lac River; IH 41 northbound inside-lane concrete pavement repair and asphalt shoulder resurfacing; IH 41 southbound outside-lane concrete pavement repair, asphalt shoulder resurfacing, and ramp work; and median grading, guardrail replacement, and cable barrier replacement. The scope includes HMA pavement, trenchless storm sewer installation, pavement marking, and all incidental items. Contractors must begin work within 10 calendar days of written notice to proceed. Critical interim completion milestones include reopening the IH 41 northbound Hickory Street exit ramp within 19 calendar days (liquidated damages $3,000/day for delay) and the southbound Hickory Street entrance ramp within 5 calendar days ($2,000/day for delay).

Lane rental fees apply at $1,750 per lane per direction per hour (in 15-minute increments) for closures outside designated allowable windows. Single-lane closures are permitted between 7:00 PM and 6:00 AM Monday through Thursday, with extended hours on weekends and Fridays. Contractors are restricted to three separate nighttime closures of each direction during off-peak hours for storm sewer work. Work must comply with Wisconsin Department of Transportation 2025 standard specifications, fish spawning restrictions (no instream disturbance March 1 through June 15), and special-event work restrictions during Memorial Day, Independence Day, EAA AirVenture, Labor Day, and Lambeau Field events exceeding 30,000 attendance. Railroad coordination with Wisconsin Central Ltd and utility coordination with Alliant Energy, ANR Pipeline, AT&T, and others are required. Contractors must obtain Section 404 U.S. Army Corps of Engineers permits and WPDES Transportation Construction General Permit coverage. Proposals require a proposal guaranty bond and a list of proposed subcontractors with written bids submitted at least 48 hours before bid closing. Electronic submission through Bid Express, printed copies with diskettes or CD-ROMs, or paper submissions under waiver ($75 administrative fee) are accepted.
