About this opportunity

The Delaware Department of Transportation (DelDOT) is requesting sealed bids for pavement and rehabilitation work on US Route 13 northbound and southbound between Delmar and Laurel in Sussex County under Contract T202606301, with bids due August 11, 2026 at 2:00 p.m. local time. The project is federally funded under Federal Aid Project NH-2026(01) and subject to Buy America provisions under the Build America, Buy America Act. There is currently no Disadvantaged Business Enterprise (DBE) participation goal; all DelDOT-certified DBEs were decertified as of September 30, 2025, pending recertification under new federal requirements.

The scope includes 2 inches of milling, Portland cement concrete patching, 2-inch Type C overlay (Superpave 76-22 asphalt, approximately 43,310 tons), guardrail and curb ramp upgrades, pavement markings (approximately 266,957 linear feet), and extension of the left turn lane from southbound US 13 to SR 24. Work spans approximately 10.3 miles and must be completed within 300 calendar days, with all paving work completed within seven calendar days of milling. Major material quantities include 745,000 square yard-inches of milling and 17,008 dowel bars. Maintenance of traffic operations is a lump-sum line item requiring 1,926 hours of traffic officer services and approximately 7,600 combined hours of flagger time (regular and overtime).

All work must comply with DelDOT Standard Specifications (January 2026) and Standard Construction Details (2026). The Notice to Proceed is estimated for October 19, 2026. Road User Cost penalties apply for failure to reopen lanes on schedule, with daily penalties reaching up to $3.575 million for northbound closures during peak season. Bidders must be DelDOT-registered, comply with mandatory drug testing requirements for large public works contracts, and furnish a surety bond or security deposit equal to at least 10 percent of the bid amount. Bids may be submitted via bidx.com/de/ or as paper bids at the DelDOT Administration Building in Dover. Public bid opening will occur at the Administration Building with telephonic access at (302) 504-8986. No pre-bid meeting is scheduled. No incumbent contractor is identified.
