About this opportunity

Rockingham County, North Carolina is soliciting bids for asphalt parking lot pavement preservation and rehabilitation across four project locations under RFP-2705, with bids due October 1, 2026 at 2:00 PM EDT and a mandatory site visit at 338 Cherokee Camp Road on September 16 at 9:30 AM.

Work spans four sites: 338 Cherokee Camp Road (5,710 square yards of milling and 5,710 square yards of asphalt paving); 240 Cherokee Camp Road (1,480 square yards of grading and paving); 216 Justice Center Drive (crack seal, fog seal, and restriping); and 150 Justice Center Drive (crack seal with 600 square yards of grading and paving in the back lot). The scope includes asphalt milling, heavy and standard asphalt paving, crack sealing, fog sealing, and pavement marking. Bidders must submit line-item pricing for excavation and grading, stone base, asphalt milling, I19.0C asphalt, S9.5B or S9.5C asphalt, crack and fog seal, and restriping, with alternate bid items as applicable. All materials, labor, equipment, taxes, fees, and permits are the contractor's responsibility. Work must be phased to allow continued facility use, with all areas left clean and safe at day's end.

Bidders must be North Carolina licensed general contractors. The county provides electricity, water, and toilets. The contract includes a minimum one-year workmanship warranty from final acceptance; contractors must correct defective or improperly installed work at no cost to the county. Any scope changes require written authorization from the Director of Engineering and Public Utilities; unauthorized work is ineligible for additional compensation. Final payment is contingent on completion of all paving, treatments, markings, punchlist items, area restoration, and required closeout documentation.

Bidders must verify existing field conditions, dimensions, access, drainage, and quantities prior to submission. Bids may be submitted via email or mail to Caleb Tilley (jctilley@rockinghamcountync.gov) or Amanda Crumpler (acrumpler@rockinghamcountync.gov). The county reserves the right to reject any or all proposals, waive technicalities, and accept a proposal other than the lowest submitted if in its best interest.
