About this opportunity
The Illinois Department of Transportation is requesting bids on pavement patching, HMA removal, HMA resurfacing, shoulder work, and ADA upgrades on US 51 under Contract No. 78A85, with electronic bids due June 12, 2026 at 12:00 p.m. via the iCX system.
The work spans US 51 from 0.29 miles south of New Cross Street to 3.38 miles south of New Cross Street, plus subordinate sections on Patierdale Road (0.17 miles), Kessler Road (0.95 miles), and Turner Lane (141 feet) in Alexander County, Illinois, within Cache No. 2 and Cairo Townships in District 9. Scope includes standard overlay with inlay sections; pavement patching and removal; HMA binder and surface course installation; shoulder work; ADA improvements; inlet and manhole adjustments; pavement marking; and raised reflective pavement marker installation. The project is funded with Federal-Aid Highway Program (NHPP-STP) funds under Project NHPP-STP-YH7E(976).
Bidders must elect whether to include bituminous materials cost adjustments and fuel cost adjustments in their bids. Detailed supplemental specifications, recurring special provisions, and special provisions govern materials, construction methods, traffic control, and utility coordination. Multiple utility companies operate within the project limits — AT&T, Cairo Public Utilities, Central Alexander County Public Water District, Clearwave Fiber, Illinois American Water Co., Windstream KDL, and Zayo Group — with most requiring pre-construction notification. The contractor must maintain at least one lane of traffic open at all times, keep all public roads and private entrances accessible, and post changeable message signs at least 14 calendar days before any closures. The contract includes compensable delay costs for utility conflicts and weather-related delays. The contract will be awarded to the lowest responsive and responsible bidder in conformity with Department terms and conditions.
