About this opportunity

The California Department of General Services, Procurement Division (DGS-PD) is issuing an Invitation for Bid (IFB) for Pavement Markers, with contract Event ID 0000035894, targeting state departments and participating local agencies in Sacramento County and San Francisco City. The procurement is structured across three distinct marker groups: Group 1 - Standard Pavement Markers (including RY, D, H, G, C, and R types), Group 2 - Temporary Pavement Markers for short-term day/night use, and Group 3 - Pavement Markers for Recessed Applications. The total estimated procurement involves approximately 579,700 markers with quantities ranging from 500 to 230,400 units per marker type. Markers must meet specific dimensional requirements and have abrasion-resistant surfaces, packaged in cartons of 100 or 500 units. The bid is due on July 22, 2025, at 2:00 PM PT, with a public cost opening scheduled via Microsoft Teams. Evaluation criteria will focus on responsive and responsible bidders with the lowest cost, including applicable preference and incentive calculations.

The solicitation includes several socioeconomic program considerations, with specific preferences for Disabled Veteran Business Enterprises (DVBE) and Small Businesses. Vendors must provide post-consumer recycled content certification and potentially offer take-back services. The contract will have a three-year term with two possible one-year extensions, and local governmental agency transactions will require contractors to remit a 1.25% incentive fee to DGS-PD. Bidders must comply with various state contracting laws, including the Darfur Contracting Act, Iran Contracting Act, and California Civil Rights Laws Certification. The historical value of the current pavement markers contract is $1,110,220.00 over four years, suggesting a similar budget range for the upcoming contract. Vendors must demonstrate state business registration, possess a retailer's seller permit, and potentially disclose international business activities. Additional requirements include the ability to accept Cal Card payments and a willingness to discuss potential use of generative AI in contract deliverables.
