About this opportunity
The Kansas Department of Administration's Office of Procurement and Contracts is requesting bids on behalf of the Kansas Department of Wildlife & Parks for removal of a current outboard motor from a 2005 20-foot center console patrol boat and purchase and installation of a new 200-horsepower Mercury four-stroke motor, with bids due June 15, 2026 at 2:00 p.m. CST.
The scope requires removal of the existing 200-horsepower two-stroke Mercury Optimax IL motor and controls, and installation of a new Mercury 200-horsepower four-stroke V6 outboard motor with stainless steel propeller and hydraulic steering on the patrol boat located at 1426 Highway US-183 Alt, Hays, Kansas. Vendors within Kansas will have the boat delivered to them; vendors outside Kansas must arrange pickup, perform installation, and return both the new motor and removed motor to the original location.
Bidders must submit pricing for the 200HP Mercury FourStroke motor, repair costs for motor removal and installation, and shipping fees, with all federal, state, and local taxes excluded (Kansas is sales-tax exempt). The cost sheet and required certifications—including bidder registration, signature sheets, immigration reform and control certification, sexual harassment policy acknowledgment, Israel boycott certification, covered telecommunications equipment certification, and a current Kansas Department of Revenue tax clearance certificate—are attached to the RFQ.
Intent to bid must be submitted at least 24 hours before closing. Written questions are due to procurement officer Bridget Martinez by June 5, 2026. Bid submissions are accepted via email to Procurement@ks.gov or hand delivery to the Department of Administration, Office of Procurement and Contracts, 900 SW Jackson, Suite 1001, North Topeka, Kansas 66612-1286. A public bid opening will be conducted via teleconference on June 15 at 2:30 p.m. CST. The contract is governed by Kansas law and Form DA-146a and may be terminated if funding is not appropriated. Payment is via electronic funds transfer unless the contractor demonstrates financial hardship and receives written approval for alternative payment methods.
