About this opportunity

The West Virginia Department of Administration Purchasing Division, on behalf of the WV Adjutant General's Office and WV Army National Guard's Construction and Facilities Management Office, is issuing a Centralized Expression of Interest (CEOI) solicitation for professional architectural and engineering design services for the Patriot Guardens Apple Orchard Facility located at 4900 Scenic Highway in Summersville, West Virginia. The procurement seeks qualified firms to develop comprehensive construction documents for the installation of new underground electrical service to the facility, with Phase 1 encompassing Type A (Investigative Services) and Type B (Design) services, and Phase 2 adding Type C (Construction Administration Services) via change order following construction contract award. Deliverables include geotechnical work, utility research and investigation, and construction drawings and specifications submitted at 35%, 65%, 95%, and 100% completion milestones with corresponding revised cost estimates, all of which must comply with federal, state, military, and local codes and standards. The evaluation will be conducted by a selection committee using a 100-point scoring system based on qualifications and experience (40 points), goals and objectives/concepts and methods of approach (20 points), project management and quality/cost control plans (20 points), and oral interview performance (20 points), with the State conducting individual interviews with the three most qualified firms prior to contract award through negotiation with the highest-ranked firm. Responses must be received by March 11, 2025, at 1:30 p.m. EST at the Department of Administration Purchasing Division in Charleston, West Virginia; written questions must be submitted to david.h.pauline@wv.gov by the specified deadline. Pricing information is prohibited from vendor proposals, as the State will select the best value solution in accordance with West Virginia Code 5G-1-3.

Respondents must be properly registered with the West Virginia Purchasing Division and comply with all applicable federal, state, and local laws, including prevailing wage requirements under WV Code 23-4-2, though no specific set-asides or disadvantaged enterprise restrictions are identified in the solicitation documents. Prior to contract award, the successful vendor must maintain Commercial General Liability Insurance of $1,000,000 per occurrence, Automobile Liability Insurance of $1,000,000 per occurrence, and Professional/Malpractice/Errors and Omission Insurance of $1,000,000 per occurrence. No incumbent vendor is identified for this procurement. The contract will be classified as a Construction/Project Oversight type, effective upon receipt of the notice to proceed and continuing until project completion, with standard terms and conditions applicable to architectural and engineering contracts in West Virginia, including compliance with AIA documents as amended by the State's Supplementary Conditions and adherence to ICC International Energy Conservation Code and ANSI/ASHRAE/IESNA Standard 90.1-2007 for green building standards. The solicitation documents do not specify a budget range or award value; inquiries regarding pricing and scope should be directed to the point of contact, David H. Pauline, Buyer, at 304-558-0067 or david.h.pauline@wv.gov.
