About this opportunity
The Nevada Department of Transportation is seeking competitive pricing for a one-year open-term contract for patching mix, asphalt concrete, and cement, with quotes due August 14, 2026. Awards will be made to the lowest responsible bidder; Nevada-based businesses that certify a majority of goods are produced in Nevada may claim a five percent price preference, and veteran-owned businesses with service-connected disabilities may receive an additional five percent preference for contracts valued between $50,000 and $500,000, provided these preferences cannot be combined.
The scope covers three types of asphalt concrete patching mix: Type II PG64-22 Asphalt Cement, Type II Cement PG64-22, and Type II PMA PG64-22, with tonnage quantities specified across multiple Nevada locations including Emigrant Mine Pass SR 278, Halleck Pad IR 80, Deeth Salt Sand Pad at SR 230, SR 230 from MP 4.60 to MP 7.80, SR 225 MP 79, Cosgrove Rest Area, Winnemucca Salvage Yard, and Valmy Rest Area at IR 80 MM 215. Total volumes range from 820 to 6,500 tons depending on location and material type. Bidders must provide unit pricing per ton for each asphalt concrete patching mix type at specified locations. All equipment must be new only; used, refurbished, demo, prototype, or gray market equipment will be rejected.
Quote pricing must remain irrevocable for the contract term and any extensions, FOB Destination with freight prepaid. The State pays within 30 to 45 days upon receipt of invoice and agency approval. Vendors must comply with OSHA standards, federal nondiscrimination laws under NRS Chapter 613, and certify no boycott of Israel as defined in NRS 333.338. Automobile liability insurance with a combined single limit of $1,000,000 is required only if the vendor delivers directly; common carrier delivery exempts this requirement. Quotes must be submitted through NevadaEPro, the State of Nevada's electronic procurement platform, with all validation errors resolved before submission.
