Passive Integrative Transponder (PIT)
The South Carolina Department of Natural Resources is requesting bids on Passive Integrative Transponder (PIT) tags, needles, and implanter equipment for diadromous fish tracking under a five-year term contract, with bids due October 20, 2026 and questions due October 8, 2026. Award will be made to the lowest responsive and responsible bidder; South Carolina resident, SC end product, and US end product preferences are available as defined by state law. The scope includes two PIT tag types (APT12 small tags, 7,500 units estimated over the contract period; HPT23 large tags, 5,000 units), two needle types (N125 12-gauge, 75 units; N206 6-gauge, 25 units), and one PIT tag implanter (MK10 syringe-style, 20 units). Bidders must provide product samples at no cost to SCDNR for compatibility testing with the Diadromous program's readers prior to award — this testing is a qualification gate. Pricing must be submitted as fixed unit prices for each line item, with prices remaining firm during the initial one-year contract term. Price increases may be requested for renewal terms with approval from the Procurement Officer. The contract runs October 21, 2026 through October 20, 2031, with one initial year plus four automatic annual renewal options. Delivery is required within 60 days of purchase order receipt to SCDNR's Charleston facility. Payment terms are net 30 days via electronic funds transfer following invoice submission. Bids must be submitted online through the SCEIS portal, by FedEx, UPS, or USPS to SCDNR headquarters, or delivered in person; facsimile and email are not accepted. No pre-bid conference or site visit is required. Vendors must register with the State and comply with all applicable South Carolina and federal laws, including standard certifications for independent price determination and debarment status.
