About this opportunity
The Florida Fish and Wildlife Conservation Commission (FWC) is conducting a single-source procurement for automated vehicle and pedestrian counters to replace aging equipment deployed at Wildlife Management Area entrances, trailheads, and public access locations statewide. The procurement involves a combination of infrared pedestrian counters and inductive loop vehicle counters, with specific quantities including 10 WAViX units, 70 ZELT Evi Car units, 73 Components #797, and 2 ZELT Evo Cars featuring motorized vehicle activation capabilities. The counters must feature weather-resistant design suitable for outdoor remote installation, include manufacturer-specific installation solutions, and provide Bluetooth and remote wireless data transfer capabilities to eliminate the need for physical removal during data collection. The collected visitation data will support compliance with Florida Statutes sections 259.037 and 253.034 regarding Land Management Uniform Accounting Council reporting and management plan development, while providing critical information for visitation economic impact analysis and law enforcement investigations. The deadline for vendors to submit written information regarding their ability to supply these commodities is March 2, 2026 at 4:00 PM ET, with no formal bidder's meeting or site visit referenced. The total estimated contract value is $349,330.00, and the selected contractor must demonstrate capability to fully perform all contract requirements in accordance with Chapter 287, F.S., and all applicable rules and laws.
This procurement is designated as a single-source purchase, indicating that the FWC has determined EcoCounter Inc. is the sole source capable of meeting all required specifications following extensive research on counter options. The agency has concluded that EcoCounter's technology uniquely addresses operational needs that cannot be met by alternative vendors, particularly regarding the wireless data transfer functionality and remote monitoring capabilities that represent significant operational improvements over current RS232 serial cable solutions. No set-aside designations for disadvantaged enterprises or restrictions on organizational types are referenced in the procurement documentation. The procurement involves integration with existing infrastructure at multiple statewide locations, and the selected vendor must ensure compatibility with current FWC systems and operational protocols. Prospective vendors must submit capability information in writing to the contact person listed on the advertisement by the March 2, 2026 deadline to be considered for this contract opportunity valued at $349,330.00.
