About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Fish and Wildlife Conservation Commission (FWC) for automated vehicle and pedestrian counters. The agency seeks to procure a combination of infrared pedestrian counters and inductive loop vehicle counters from EcoCounter Inc. to replace aging and unreliable equipment currently deployed at Wildlife Management Area entrances, trailheads, and other public access locations statewide. The specific quantities requested include 10 WAViX units, 70 ZELT Evi Car units, 73 Components #797, and 2 ZELT Evo Cars with motorized vehicle activation capabilities. The posting date was March 12, 2026, with the last day for receipt of vendor information set for April 2, 2026. No formal bidder's meeting or site visit is referenced in the document. The total estimated contract value is $349,330.00.
The FWC has determined that EcoCounter Inc. is the sole source capable of meeting all required specifications for this procurement. The agency conducted extensive research on counter options and concluded that EcoCounter's technology uniquely addresses operational needs, including Bluetooth and remote wireless data transfer capabilities that eliminate the need to physically remove counters for data collection, as required with the current RS232 serial cable solution. The counters are weather-resistant, designed for outdoor remote installation, and include manufacturer-specific installation solutions. Visitation data collected by these counters supports compliance with Florida Statutes sections 259.037 and 253.034 regarding Land Management Uniform Accounting Council reporting and management plan development, and provides critical information for visitation economic impact analysis and law enforcement investigations. The Division of Habitat and Species Conservation, under Business Manager Ashley Scruggs and Director Rachel Penrod, submitted this request with approvals from multiple FWC departments and the General Services Purchasing Director.

designed for installation outdoors in remote areas and EcoCounter makes specific installation solutions for their counters versus the myriad homegrown solutions used for current counters.Visitation data is used to complete the Land Management Uniform Accounting Council Annual and Biennial Reports and provides data for Management Plan development (259.037 F.S., 259.037(6) F.S., 253.034(5) F.S.). Visitation data provides a temporal and spatial account of Wildlife Management Area visitation and has also been instrumental in other management and reporting such as visitation economic impacts and law enforcement investigations.
Intended Single Source:
Eco-Counter Inc
Estimated Dollar Amount:
$349,330.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
This vendor exclusively produces vehicle and pedestrian counters and services meeting the required specifications needed for the collection of visitation data. Visitation data provides a temporal and spatial account of Wildlife Management Area visitation and has also been instrumental in other management and reporting such as visitation economic impacts and law enforcement investigations. FWC staff has done extensive research on counter options and EcoCounter is the only solution meeting all required specifications. FWC intends to deploy a combination of infrared pedestrian counters and inductive loop vehicle counters WMA system-wide, replacing the aging and sometimes unreliable or less robust counters currently used. Often, environmental conditions and severe weather events cause irreparable damage to the traffic counters, requiring that they be replaced and collection of data can be time-consuming and inefficient, as the current solution requires the counter to be uninstalled, docked at the office for data download, and then reinitialized and redeployed in the field. EcoCounters utilize Bluetooth and remote wireless data transfer (versus RS232 serial cable requirements of the current solution) which reduces the workload of field staff in collecting the data and reduces the workload and potential error sources for office staff in compiling and processing the acquired data. This also negates the need for separate counter docking stations, further minimizing sources of error and technical issues. EcoCounters also do not have to be removed from the field installation for data transfer. EcoCounters are weather-resistant and do not require additional environental housings and are designed for installation outdoors in remote areas.
