About this opportunity
The Town of Manchester, Connecticut is requesting bids for parts and labor services on Town-owned Volvo equipment, with bids due October 6, 2026 at 11:00 a.m. The Town is soliciting hourly labor rates (in-shop, in-field, travel, and mileage) and parts-discount percentages for repairs to existing Volvo equipment and any Volvo equipment purchased during the contract term. All parts must be new or remanufactured OEM Volvo parts.
The contract runs from award date through October 31, 2028, with an option to extend for up to four additional one-year periods at mutual agreement, with renewal discussion required approximately four months before expiration. Pricing is firm with no increases permitted for tariffs or trade restrictions imposed after bid submission. Prices quoted must be net delivered and exempt from Federal Excise Taxes and Connecticut Sales Tax. A price-adjustment mechanism applies annually on the contract anniversary using U.S. Bureau of Labor Statistics Consumer Price Index data from four months prior.
Bidders must complete and submit a Living Wage Certification form. The Town's Living Wage Ordinance (Chapter 212 of the Manchester Code of Ordinances) applies to covered employers; exemptions are available for firms employing fewer than twenty-five eligible employees, annual contract value under $25,000, or charitable organizations exempt under Internal Revenue Code Section 501. Bidders must also provide IRS Form W-9, proof of SAM registration, and vendor information. Questions are due September 25, 2026 at 4:00 p.m. Bid opening will be held virtually via Zoom with results read aloud.
Contractors must maintain comprehensive insurance including workers' compensation, commercial general liability, automobile liability, and umbrella coverage with specified minimum limits, and provide certificates of insurance within ten business days of award. The Town reserves the right to award by item, group, or total and may reject any and all bids. Delivery is identified as a prime factor in award consideration.
