About this opportunity

The State of Utah Department of Public Safety is conducting a non-standard procurement to award a contract for a one-year subscription to Data Axle Reference Solutions Government product without engaging in a competitive bidding process. The procurement is being justified under the Utah Procurement Code on the basis that Data Axle is the sole source for this particular data subscription service. The deliverable consists of an annual license providing access to multiple data modules including US Business, US White Pages, US Healthcare, Canadian Business and White Pages, US New Business, US New Movers/Homeowners, US Consumer/Lifestyles, US Historical Business, and Data Visualization tools. The subscription will support two concurrent users and permits internal and external prints and downloads of up to 500 records at a time with a monthly cap of 5,000 downloads. The licensed data is designated for research, analysis, planning, and outreach purposes, with the Department required to delete all licensed data upon license expiration. The subscription period runs from March 1 through March 31, 2026, with a delivery date of March 1, 2026. The posting date is February 19, 2026, with a response deadline of February 26, 2026.

No set-aside designations or restrictions on respondent types are indicated in this sole-source procurement notice. Data Axle, Inc. (operating as InfoUSA Marketing, Inc.) is identified as the incumbent vendor and sole source for this service based on the State's determination that transitional costs and service continuity make this non-competitive award appropriate. The contract value is $972.00 for the one-month license term, with payment terms of Net 30. No disadvantaged enterprise requirements, integration with existing infrastructure, or technology compatibility specifications are outlined in the available documentation. The quote is valid through February 28, 2026, and coordination for this procurement is being managed by Braden Norris at the Department of Public Safety's main office in Salt Lake City, working with Keelia Schumacher at Data Axle.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
