About this opportunity

The State of Utah Department of Government Operations, Division of Purchasing and General Services, in conjunction with the Division of Emergency Management, is issuing a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process for Amendment 2 to extend the existing DataAxle contract (Contract Number 216300). The procurement covers a two-month extension of access to DataAxle Reference Solutions Government subscription services from March 1, 2026, through May 30, 2026, providing critical access to a US Business Database with GIS/DPS capabilities that supplies individual rooftop coordinates for location accuracy. The service deliverables include access to multiple data modules including US Business, US White Pages, US Healthcare, Canadian Business, Canadian White Pages, US New Business, US New Movers/Homeowners, US Consumer/Lifestyles, US Historical Business, and Data Visualization capabilities, supporting two concurrent users with internal and external print/download capacity of 500 records at a time up to 5,000 total downloads over the contract period. The key objective is to maintain uninterrupted access to emergency management information during a procurement transition period and to support infrastructure mapping for stakeholder coordination in Emergency Operation Centers. The contract extension was justified based on a vendor circumstance change where the original founder sold InfoUSA/DataAxle and created Database USA, which maintains the same pinpoint accuracy capabilities for SIC and NAICS coding that other comparable vendors cannot provide. The notice posting date is March 16, 2026, with a due date of March 23, 2026, and the service delivery date is April 1, 2026.

This procurement is being conducted as a sole-source award without standard competitive procurement due to the unique capabilities and continuity requirements, with no set-asides or restrictions on organization types specified in the documentation. The incumbent vendor is Data-Axle, Inc., trading as InfoUSA Marketing, Inc., which maintains the existing contract infrastructure and technology systems currently in use by the State of Utah Department of Public Safety. The contract extension increases the total contract value from the original $35,000.00 to $37,916.00, representing a 5.5 percent increase, with an incremental cost of $1,944.00 for the two-month extension as quoted by the vendor on March 13, 2026. The quote is valid until April 1, 2026, with payment terms of Net 30, and the licensed data will be utilized for research, analysis, planning, and outreach purposes with all data to be deleted upon license expiration. The procurement unit confirmed it is actively obtaining competitive quotes to complete a new standard procurement process to replace this extension agreement upon its conclusion.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
