About this opportunity

The County of Orange, Sheriff-Coroner, is soliciting competitive bids for ParScore Workstation Annual Software Maintenance & Support Services through a firm fixed-fee Invitation for Bid. The procurement covers on-site maintenance, service, and support for two ParScore Workstation units (Model RPSW, Serial Numbers 008000505 and 008001441) located at the Sheriff-Coroner Department Professional Standards Division in Santa Ana, California. Services must be provided during standard business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, excluding County holidays) and include installation of software updates and patches, provision of necessary parts inventory with overnight shipping for unavailable items, and comprehensive coverage of all travel, maintenance, and support charges within the annual fee. The contract term is five calendar years with firm, fixed pricing required for each annual period (Years 1 through 5), and all submitted bids must be electronic through the County's eProcurement Portal. Qualified bidders must submit documentation including SAM.gov confirmation, UEI and DUNS numbers, California Secretary of State registration, valid contractor licenses, references, and various certifications regarding debarment and compliance. The bid submission deadline is June 11, 2026, at 4:00 p.m., with bids remaining valid for 365 days following the closing date, and the County will award the contract to the lowest responsive, responsible bidder.

Orange County Local Small Business (OCLSB) certified vendors and Disabled Veteran Business Enterprise (DVBE) certified vendors are eligible for preferential consideration, with a five percent preference deduction on bid prices available for OCLSB or DVBE certified vendors, and an eight percent preference available for businesses certified as both OCLSB and DVBE. The procurement documents indicate this is a competitive bid with no identified incumbent contractor or existing service provider listed, though the requirement to maintain two specific existing ParScore Workstation units demonstrates the County's existing technology infrastructure that selected vendors must support. The contractor must guarantee that quoted prices are equal to or less than those offered to other local, state, or federal government entities for equal or lesser scope services, and no price increases are permitted during the contract term unless formally authorized by amendment. Required insurance coverage includes Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (statutory), and Employers Liability ($1,000,000 per accident), with the County named as Additional Insured. No specific budget range or award value is disclosed in the solicitation materials; the contract value will be determined by the submitted pricing for the five-year term.
