About this opportunity
The Wyoming State Construction Department's Procurement Section, on behalf of the Department of State Parks and Cultural Resources, is requesting proposals for professional engineering services to support asphalt pavement rehabilitation across approximately 4.5 miles of roadway at Buffalo Bill State Park in Cody, with proposals due November 4, 2026 at 1:00 p.m. Mountain Time. The scope encompasses design of pavement patching, drainage improvements, crack sealing, wearing-course installation, and striping across the parkway network, with final 100% construction documents deliverable by February 12, 2027 and estimated project completion by September 30, 2027. The firm must provide detailed qualifications, three to five similar completed projects, three corporate references with two references per proposed staff member, and proof of required insurance. Proposals must not exceed 30 pages.
Evaluation allocates points across firm approach and philosophy (15 points), professional personnel capability (15 points), financial submittal (15 points), interview performance (10 points), past performance (10 points), current and projected workloads (10 points), similar project list (10 points), corporate references (10 points), and proposal completeness (5 points). The procuring agency will shortlist three or more qualified firms for interviews on November 17, 2026, with tentative award November 20, 2026 and work commencement December 14, 2026. Questions are due October 21, 2026 at 3:00 p.m. Mountain Time. Pricing is evaluated separately after qualifications assessment. Proposers bear all proposal preparation costs, and all submitted materials become state property.
