About this opportunity
Orange County, Florida, is seeking proposals for a Parks New Small Restroom Prototype Design project (Solicitation Y25-807) through an electronic Request for Proposals (RFP) process. The county is soliciting sealed electronic proposals from qualified architectural and design firms to develop a standardized prototype design for small restroom facilities that can be implemented across multiple park locations. The selected consultant must be a licensed architect registered in Florida and will be responsible for comprehensive design services, including construction documents, permitting, construction administration, and bidding services. Evaluation criteria will encompass similar project experience, project team skills, location, and approach, with bonus points available for hiring dislocated workers and registered service-disabled veterans. Key project dates include a virtual non-mandatory pre-proposal meeting on July 25, 2025, at 11:00 AM, with questions due by August 4, 2025, at 4:00 PM EST, and final electronic proposals due on August 19, 2025, at 4:00 PM EST through the OpenGov e-Procurement Platform.
The project has a set contract term of 200 days after the notice to proceed and requires a minimum professional liability insurance of $1,000,000. While no specific set-aside designations are explicitly stated, the RFP does offer bonus points for hiring dislocated workers and service-disabled veterans, which may provide some advantage to qualifying firms. The estimated construction cost for the project is $500,000.00, with the overall project budget set at $350,000.00 for design services. The prototype design must integrate multiple engineering disciplines, including mechanical, electrical, plumbing, fire protection, and communication systems, with a strong emphasis on sustainable design considerations. Respondents are required to create a free account on the OpenGov Platform and submit their proposals in common file formats such as Microsoft Word, Excel, PowerPoint, or Adobe PDF, with technical support available through the OpenGov Service Desk during business hours.
