About this opportunity
The City of Livingston, Montana is seeking a qualified parks planning services consultant to develop a comprehensive Parks Master Plan through a Request for Proposals (RFP) issued on May 3, 2024. The project aims to create a strategic 10+ year plan for the city's parks system, with proposals due by May 30, 2024, and questions from potential bidders accepted until May 15, 2024. The selected consultant will be responsible for a comprehensive scope of work including demographic analysis, inventory and condition assessment of existing parks, community surveying, facility and amenity gap analysis, and development of implementation strategies. Key deliverables include ten copies of technical reports, ten copies of a draft master plan, and twenty copies of a final master plan binder. The project will encompass six primary phases: planning context, existing programs and facilities analysis, needs analysis, vision and objectives development, physical planning and recommendations, and draft and final reporting. The city will work closely with a Citizen Steering Committee to refine project tasks and ensure the plan meets long-term parks and recreation needs.
The RFP does not specify specific set-aside designations or restrictions on respondent organizations. The project has a fixed budget of $50,000, with no additional funding currently available, and an ideal completion timeline of 6 months from contract award (targeting completion by December if the contract is awarded in June). While most project work can be conducted virtually, some components like public workshops and focus groups will require in-person participation in Livingston. The city is open to different methodological approaches that can achieve the project's end goals, with the original RFP listing parks system review components in order of effort required. The primary objective is to develop a plan that will help shape future growth of the Parks Department, address projected community needs, and create sustainable amenities over a 10+ year period. Potential consultants are encouraged to elaborate on their methodology, schedule, personnel, and resources to provide the most qualified and comprehensive project proposal.
