About this opportunity

The City of Amarillo is issuing an RFI to assess market availability of centralized irrigation control and remote management technologies for municipal parks and related facilities, with responses due September 24, 2026. This is a technology assessment and market research solicitation, not a binding procurement notice, and carries no obligation to award or purchase.

The City seeks information from irrigation control system manufacturers, vendors, and authorized representatives on systems capable of remote monitoring, scheduling, and controlling irrigation controllers, flow meters, valves, and field equipment across parks infrastructure. Respondents must address system architecture and infrastructure; communication and connectivity protocols with stated preference for cellular communication; controller and field capabilities; flow management and monitoring features; software and mobile applications with integrated cybersecurity protocols; and technical support and training requirements.

Cybersecurity and compliance are central evaluation areas. Vendors must demonstrate alignment with NIST Cybersecurity Framework and ISO/IEC 27001, data encryption standards, incident response procedures, vulnerability management processes, multi-factor authentication support, and third-party risk management. Compliance responses must address regulatory certifications including SOC 2, HIPAA, CJIS, and PCI DSS; audit logging capabilities; independent security assessments; real-time compliance reporting; policy governance; risk assessment frequency; and data retention and destruction procedures. Interoperability with municipal ERP and GIS platforms is required, along with performance metrics with uptime guarantees, data portability standards, and technology lifecycle management.

Respondents should provide company profiles, product literature and technical specifications, and deployment case studies of similar municipal implementations. No pricing is required; however, vendors should detail licensing models, recurring cost structures, proprietary component requirements, and local or regional distributor and certified installer availability. The City reserves the right to use RFI responses to develop competitive procurement specifications under Texas procurement law and will not reimburse respondent costs.
