About this opportunity

The City of Tucson is soliciting sealed proposals under an RFP for a one-year term contract for Parks and Recreation maintenance mowing at Group 1 sites in Tucson, Arizona, with a pre-submittal meeting on October 30, 2026 at 11:00 a.m. via Microsoft Teams, questions due November 2, 2026 at 4:00 p.m., and proposals due November 12, 2026 at 2:00 p.m. Arizona time. The attached federal flow-down terms carry the main eligibility constraints. The FTA terms make execution of required certifications with bids mandatory, and proposals without them are non-responsive.

The scope covers mowing, string trimming, and edging at 35 parks and recreational areas served from four maintenance compounds: Kennedy, Reid, Ft. Lowell, and Annex. Frequencies run weekly May through September and monthly October through April. Sports fields are mowed twice weekly, public pools must be completed by 6:45 a.m. in June and July, and dog parks follow specified day and time requirements. Offerors must show five years of turf mowing and landscape maintenance experience, an Arizona Registrar of Contractors C-21 license, and Arizona Office of Pest Management B-3 and B-5 licenses. Required insurance is $2 million commercial general liability, $1 million commercial automobile liability, and statutory workers' compensation.

Attached FTA and ARPA terms reference DBE and MBE/WBE participation. The FTA terms direct that DBEs receive maximum participation opportunities, and the ARPA terms require contractual language promoting MBE/WBE participation. The HUD general conditions and Section 3 guide set benchmarks of 25 percent or more of labor hours by Section 3 workers and 5 percent or more by targeted Section 3 workers for HUD-covered projects.

Pricing is per-mow for each location, plus hourly rates for extra work categories. The City furnishes all water for turf maintenance, and the contractor covers equipment, labor, licenses, permits, and herbicide. The City may add or delete maintenance areas by addendum, and a turf area reduction of 20 percent or more triggers cost adjustments. Liquidated damages are $50 per site per day for uncorrected deficiencies, missed weekly reports, or other performance violations. The term is one year, with the City holding the option to extend for up to three additional one-year periods.

Evaluation prioritizes the price proposal, followed by firm and staff qualifications, compliance with specifications, and references from similar Arizona projects completed within the past 24 months. Sandra Alcorn, Principal Contract Officer for Parks and Recreation, is the responsible contract officer.
