About this opportunity

Pierce County Parks and Recreation is seeking qualified signage contractors to provide comprehensive sign fabrication and installation services across county parks and trail properties through an Invitation to Bid (ITB) numbered 2025-ITB-063. The procurement covers a wide range of sign-related services including sign manufacturing, permit tracking, site preparation, installation, and cleanup for various signage types across vehicular and pedestrian scales. Contractors must demonstrate expertise in all phases of sign fabrication and installation, with capabilities extending to site mobilization, miscellaneous tasks, and site cleanup. The contract has an initial one-year term with potential for a one-year renewal, not to exceed two years total. The bid is specifically due on September 24, 2025, at 1:00 PM PDT, with a project estimated value of $500,000. Bidders are required to submit documentation through the Pierce County OpenGov Procurement Portal and must provide a 5% bid bond. Evaluation will likely consider technical capabilities, adherence to the detailed sign standards outlined in the PCParks_SignStandards_for_UP_Bid.pdf document, and compliance with prevailing wage requirements determined by the Washington State Department of Labor and Industries.

The procurement encourages participation from local, minority, and women-owned businesses, with specific responsibility criteria for subcontractors including current business registration, workers' compensation coverage, and state tax compliance. Contractors must be prepared to work on a unit price basis, with no guaranteed minimum work volume. The county will issue work orders as needed, and the successful bidder will be required to obtain a 100% payment and performance bond. The sign standards manual specifies precise technical requirements including material specifications like Corten steel panels and aluminum, specific paint colors (Pantone 7701, 7741, and 7579), and mounting techniques that ensure a consistent visual identity for Pierce County Parks and Recreation. While no incumbent vendors are mentioned, the contract emphasizes creating a standardized approach to signage across county parks and trails. The total contract value is estimated at $500,000, with payment structured on a per-unit basis for various sign types and installation services.
