San Bernardino County Public Works Department, Special Districts Division is requesting proposals for a Software-as-a-Service parking management system for North Etiwanda Preserve under RFP No. SDD-080, with proposals due September 2, 2026 at 5:00 p.m. PST. The system must be hosted solely within the Continental United States with SOC 2 Type II certification, PCI-DSS compliance, and encryption standards (AES-256 at rest and TLS 1.2 in transit). All County data, including backups and disaster recovery replicas, must remain within the United States, with 60-day notice required before adding or changing hosting locations or cloud service providers.
The maximum contract term is five years beginning upon product implementation, with a tentative award in October 2026. Evaluation criteria are qualifications and experience (30% weight), technical review (30% weight), cost and revenue (30% weight), and references (10% weight). The contractor must maintain cyber liability insurance of $1,000,000 per occurrence with a $2,000,000 annual aggregate.
