About this file
This is Addendum No. 1 to an RFP issued by the San Bernardino County Department of Public Works, Special Districts Division for a parking management system at North Etiwanda Preserve (RFP No. SPD126-SPDAD-6451). The addendum, released August 20, 2026, consists of twelve question-and-answer pairs clarifying project scope and requirements. The parking facility encompasses 67 parking spaces (reduced from 69 due to new restroom construction) with a single ingress and egress point. The system must accommodate mobile payment options, kiosk-based payment processing, enforcement capabilities, and citation processing services. Anticipated annual parking transactions total approximately 31,527 (2025 data), with almost all transactions being half-day parking. Peak usage occurs in April and May. The deployment requires one license plate recognition device at the entry point and one payment kiosk accessible within the parking area. Three ranger users will manage enforcement operations. The system must support citation issuance either by park rangers or by mail to non-paying vehicles. The proposal deadline remains September 2, 2026 at 5:00 p.m., with tentative award anticipated in October 2026 for a maximum five-year contract term.
The County will procure, install, and maintain all physical components including payment kiosks, license plate recognition cameras, solar or battery power equipment, and networking equipment, while the SaaS vendor assumes responsibility for software support and troubleshooting of both hardware and software systems. The facility currently operates without electrical power; vendors must propose solar-powered solutions with potential Starlink or comparable internet access upon restroom completion. The district currently uses Honk Mobile for parking payment processing and is modeling the new system after Claremont's Data Ticket solution, though no specific preference exists for citation processing systems. Transaction fees should be passed through as separate charges to the County. The County will accept any payment processor vendors propose and remains open to vendor suggestions regarding connectivity and offline-operation capabilities. Exempt entities including Southern California Edison, Department of Water and Power, Fire, Sheriff, City of Rancho Cucamonga, and on-duty County staff will not be charged for parking and are identifiable by vehicle labels and California exempt license plates.

ADDENDUM NO. 1
PARKING MANAGEMENT SYSTEM FOR NORTH ETIWANDA PERSERVE
RFP No. SPD126-SPDAD-6451
August 20, 2026
This addendum is being released for the above referenced Request for Proposal (RFP), hereby amending the RFP document in the following manner only:
All provisions of this Addendum No. 1 are hereby incorporated into the RFP document.
QUESTIONS AND ANSWERS
1. Question: Please provide the approximate number of paid parking transactions processed at North Etiwanda Preserve annually, including, if available, the split by payment method and parking product (for example, half-day, full-day, or annual parking). Please also provide any available peak daily or monthly transaction volumes.
Answer: There were 31,527 transactions in 2025 ($4.10 avg transaction). 28,371 transactions in 2024 ($3.70 avg transaction). Almost all transactions are half-day transactions. April and May are usually our peak months in volume per year.
2. Question: Please provide the approximate number of permits, exemptions, or other non-standard parking entitlements issued annually, including the types of users eligible and the typical validity period for each entitlement.
Answer: N/A – approximate number of permits. Exempt County entities: SCE, DWP, Fire, Sheriff, City of RC, County Staff while on duty would not pay for parking. They can be identified by vehicle labels and CA Exempt license plates.
3. Question: Please provide a site plan identifying the parking area(s) included in the North Etiwanda Preserve deployment, including the approximate number of parking spaces and vehicle ingress and egress points.
Answer: No official site plan exists. There is only one way in and one way out of the parking area. See map below. There are 69 spots currently, but we are losing 2 spots to the new restrooms we are building.

4. Question: Please confirm the anticipated number and preferred locations of payment kiosks and license plate recognition devices required for the initial deployment, if known.
Answer: If we can do a license plate reader, it should be at the entry point. The payment kiosk (only 1) can be anywhere easily accessible to the drivers within the parking area.
5. Question: Please can the County confirm that the scope of the required parking management system for the North Etiwanda Preserve is mobile phone parking, parking kiosks, enforcement and citation processing?
Addendum No. 1 Page 3 of 4
Answer: Mobile Payment option, Kiosk Parking Payment option, Enforcement, Citation service.
6. Question: The Project Description (2E) states that the "Proposed System shall integrate with Data Ticket or a similar citation processing system to enable real-time validation and issuance of official citations." However, the Project Description also states in 2F, 2G and 2J that the proposed system should issue citations on its own. Please can the County clarify and confirm what system / process they wish to use for the issuance of citations.
Answer: No specific preference. The system just needs to be able to issue enforceable citations either by our park rangers OR by mailing a citation to the offending cars that do not pay for parking
7. Question: The Project Description (2F and 2G) state that the proposed system through DMV registration lookup utilizing license plate recognition (LPR) should issue citations via mail to vehicles that depart before a citation was issued. This practice is not legal in CA so please can these requirements be removed or amended accordingly?
Answer: The city of Claremont is currently doing this at the Claremont loop. We would like the functionality present for this as we are working on the next steps for it to be utilized legally.
8. Question: Please clarify which physical components-including payment kiosks, license-plate-recognition cameras, solar or battery power equipment, networking equipment, and ranger devices-will be separately procured, installed, maintained, and supported by the County, and which integration or operational responsibilities remain with the selected SaaS vendor.
Answer: Physical components will be procured, installed (depends), and maintained by the district. Software Support and troubleshooting (Hardware and Software) will be responsibility of the vendor.
9. Question: Please provide the anticipated number of parking locations, spaces, annual parking sessions, payment transactions, citations, ranger users, kiosks, and LPR devices for the North Etiwanda Preserve, together with any estimated expansion quantities for other County parks during the five-year term.
Answer: 1 Parking Location. 67 Spaces, 20-200 annual parking passes, Citation # Unknown, 3 Ranger users, 1 Kiosk, 1 LPR device. This is only for North Etiwanda Preserve and does not involve County Regional Parks.
10. Question: Is Data Ticket the County's current citation-processing provider, and can the County provide the available API specifications, supported real-time transactions, test-environment access, and allocation of responsibility for DMV registration lookup, citation printing, and mailing?
Answer: The district currently uses Honk Mobile for parking payment processing. Data Ticket is what City of Claremont uses, and their solution is what we are modeling ours on.
When we get to that step it can be provided, we want to make sure the functionality is present.
Addendum No. 1 Page 4 of 4
11. Question: Are Grant Street and Wells Fargo required payment integrations or illustrative County-approved options, and will the County permit visitor-paid convenience or transaction fees? Please also clarify whether payment-processing fees should be included in evaluated pricing or identified separately as pass-through costs.
Answer: We will work with any payment processor that is being presented. Transaction Fees should be a pass-through charge.
12. Question: What connectivity and offline-operation capabilities are required at the Preserve, and what implementation deadline, acceptance tests, availability SLA, and response or resolution targets will the County use to determine production readiness and ongoing compliance?
Answer: There is no power currently. The solution should be solar powered. We may add Starlink or comparable service when the restroom is complete for internet access.
Currently, we are in the early stages and are asking vendors for possible solutions for us to review. We are open to all suggestions.
