About this opportunity
The City of Bradenton is seeking a qualified firm to provide comprehensive parking management services for its downtown area through Request for Proposal #25-006NT. The procurement targets a comprehensive parking system management solution covering approximately 1,163 parking spaces and 288 on-street parking spaces, with services including integrated parking management software, smartphone technology implementation, revenue collection, enforcement, citation management, and downtown business coordination. Required deliverables include installing parking sensors, developing a smartphone app for parking availability and payments, providing data analysis, and managing all parking enforcement aspects. Proposers must be registered with the Florida Division of Corporations and demonstrate at least seven years of experience providing parking management services to governmental entities. The evaluation criteria will allocate 35% to qualifications and experience, 45% to project approach, and 20% to compensation. The RFP was released on March 27, 2025, with a response deadline of May 1, 2025, at 2:30 pm, and potential contract award anticipated in June 2025.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The current parking system operates with free parking and anticipates a phased approach to implementing a paid parking system. Proposers will need to integrate with existing downtown Bradenton parking infrastructure, including specific locations detailed in the Attachment A parking map, which includes courthouse parking, City Centre Garage, Auditorium parking, and Judicial Center Parking Garage. The RFP requires submission of various forms including a Non-Collusion Affidavit, Public Entity Crimes Form, and proof of a drug-free workplace. While a specific budget range is not disclosed, the comprehensive nature of the services suggests a significant municipal contract. The city reserves the right to accept or reject any proposals and modify the scope of work as needed, indicating flexibility in the procurement process.
