About this opportunity

The City of Urbana Department of Public Works is requesting bids on parking lot snow plowing services under ITB 2027-211, with proposals due October 29, 2026 at 2:00 p.m. and questions due October 22, 2026 at 3:00 p.m. No pre-submittal meeting is required.

The scope covers snow removal for City-owned parking lots from November 21, 2026 through April 30, 2027. The contractor serves as first-call supplier and must complete all authorized plowing operations between 7:00 p.m. of the authorization day and 7:00 a.m. the following day, with exceptions possible for weekends or extreme weather. Pricing is stratified by accumulation: events with 5 inches or less accumulation are priced per event, as are events exceeding 5 inches, with official snow depth measured by the Illinois State Water Survey for the Urbana-Champaign area. Unit costs must cover all overhead, equipment, labor, and materials.

The vendor must carry Commercial General Liability of $1 million per occurrence and $2 million general aggregate; Workers' Compensation as required by Illinois law; Automobile Liability of $1 million combined single limit; and Umbrella/Excess Liability of $5 million. A performance bond equal to 100 percent of the contract price is due within 15 days of award.

Award will be made to the lowest responsive and responsible bidder based on lump sum pricing. The City guarantees payment of one event (5 inches or less) if the contractor is not utilized during the contracted season. The contract term ends April 30, 2027 with no built-in extension option, though mutual agreement to a short-term extension of up to three months is possible. Proposals must be submitted electronically through the City's e-Procurement Portal.
