About this opportunity
The State of Hawaii Department of Land and Natural Resources, Division of State Parks, is procuring contractor services for a parking lot repaving project at Pa'ula'ula State Historical Site in Waimea, Kauai County. The project scope encompasses milling 2 inches of existing asphalt concrete pavement, placing 2 inches of new asphalt concrete overlay across approximately 21,515 square feet, performing parking lot striping with thermoplastic material for approximately 550 linear feet, and replacing five existing wheel stops with new concrete wheel stops covering approximately 40 linear feet. The five wheel stops must be installed at three bus stalls, one ADA bus stall, and one standard ADA stall, with wheel stops at ADA stalls painted to match ADA pavement striping colors to match existing dimensions. A voluntary pre-bid conference and site visit will be held on May 15, 2026, at 10:00 a.m. at the project site. Requests for Information must be submitted through the Hawaii State e-Procurement (HIePRO) system by 4:00 p.m. on May 19, 2026, with sealed bids due through HIePRO by 4:00 p.m. on May 26, 2026. The contract completion period is 180 consecutive calendar days from the date of written notice to proceed, with liquidated damages assessed at $150 per calendar day for work not completed by the specified completion date.
The estimated construction cost is $245,000, below the $250,000 threshold that would trigger apprenticeship agreement preference requirements under Hawaii Revised Statutes 103-55.6. Contractors must maintain an 80 percent Hawaii resident workforce composition in accordance with Act 68, SLH 2010, and comply with prevailing wage requirements as determined by the Department of Labor and Industrial Relations. The successful bidder must obtain tax clearance certificates from the Hawaii State Department of Taxation and Internal Revenue Service, a certificate of compliance from the Department of Labor and Industrial Relations, a certificate of good standing from the Department of Commerce and Consumer Affairs, or alternatively, a Certificate of Vendor Compliance through the Hawaii Compliance Express system. A performance and payment bond equal to 100 percent of the total contract price is required upon award. Award of the contract is contingent upon the availability of funds and the determination of the lowest responsive and responsible bidder. The State will process permit applications when possible, with the contractor responsible for obtaining pre-processed permits and paying required fees. The project coordinator is Scott Northart, reachable at 808-462-6200, with the DLNR office located at 1151 Punchbowl Street, Honolulu, Hawaii 96813.
