About this opportunity

The City of Louisville, Colorado Parks, Recreation & Open Space Department is requesting proposals for the Open Space Parking Lot Enhancement Project at Aquarius parking lot, with proposals due October 9, 2026 at 3:30 p.m. and a mandatory pre-bid conference on September 22, 2026 at 11:00 a.m. at the Aquarius site.

The primary scope is scarification, regrading, and resurfacing of approximately 18,000 square feet of parking lot with fine grading and compaction of the top 4 inches of existing Class 6 road base to 95% standard proctor, following design specifications in Exhibit D. Drainage, slope, and cross-slope must match specifications; the contractor must field-verify all quantities prior to project start with a City representative. Removal and replacement of 23 wheel stops (1 blue, 22 gray) from Barco Products and installation of one double-post hinged brown bollard from TrafficGuard and one 16-foot brown barrier gate from Gate Depot are included. Biodegradable erosion control blankets (no plastics) are required if necessary. Optional add-alternates include wheel stop replacement at Daughenbaugh Parking Lot (9 stops) and Davidson Mesa Parking Lot (19 stops). All work must avoid damaging existing concrete curbing, with site restoration and native seed sowing as needed.

The contract is a lump sum with unit pricing for additions or deletions. The project timeline spans 42 contract days from Notice to Proceed, with a scheduled start of November 2, 2026 and completion by December 16, 2026. Liquidated damages of $250 per contract day apply for delays beyond substantial completion. Required submittals include letter of interest, qualifications and three client references, proposed project schedule, bid form with unit prices and bid security, disclosure statement, proof of contractor license, performance and labor/material payment bonds equal to contract value, certificate of liability insurance naming the City as additional insured, site safety plan, and materials submittals. Award notification is scheduled for October 19, 2026. Monthly progress payments are made at 95 percent of calculated work value, with final payment upon completion and acceptance.
