About this opportunity

The City of Sacramento, California, Department of Public Works, Facilities and Real Property Management Division, is soliciting qualifications through a Request for Qualifications for structural assessments of multiple city-owned parking garages, with proposals due November 19, 2026, at 2:00 PM Pacific Daylight Saving Time via PlanetBids. The RFQ carries no set-aside or sole-source restriction. Its only preference is a 5-point Local Business Enterprise (LBE) certification preference in scoring.

Proposing firms must have been continuously licensed contractors in California for the past five years. They must also carry General Liability, Auto Liability, and Professional Liability coverage of at least $1,000,000 each, plus statutory Workers' Compensation, and provide a surety letter confirming bondability up to $3 million. Scope covers visual inspection of beams, columns, post-tensioned tendons, slabs, girders, CMU or frame infill walls, stairs, roofs, and façade attachments; review of structural elements inside City tenant spaces, with access arranged by the selected team; and GPR scanning recommendations for areas showing surface rust or concrete damage. Each garage receives a report sorting findings into Category 1 critical repairs, Category 2 optional repairs affecting structure, and Category 3 ongoing maintenance. Proposals are capped at 30 single-sided pages.

The award is fixed-cost with a not-to-exceed amount negotiated after selection and subject to City Council approval. Fees are submitted on a separate Professional Services Fee and Hourly Rates Form. Prevailing wage applies to covered trades, and apprentice utilization applies to job orders of $30,000 or greater under Sacramento City Code section 3.60.180 and California Labor Code section 1771.4. All documents become City property.

Evaluation allocates 30 points to experience, 30 to performance, 10 to disputes and resolutions, 20 to schedule, and 5 to LBE certification. The City may interview top-scoring firms or select on written proposals alone. Questions are due November 11, 2026, at 12:00 PM, and the final addendum is due November 13, 2026. Short-list interviews, if required, are tentatively scheduled for November 30, 2026.
