About this opportunity
The Georgia World Congress Center Authority is requesting proposals for comprehensive parking facilities management services across its Atlanta campus, with proposals due October 23, 2026 at 10:00 a.m. and a mandatory pre-proposal site visit on October 13, 2026 at 11:30 a.m. A strict communication blackout is in effect: interested firms may not communicate with Authority staff, GWCC officials, or their consultants about this solicitation except through formal question submission or existing work agreements; finalists and apparent awardees are prohibited from public statements or press releases regarding their selection, with violation resulting in rejection.
The scope encompasses day-to-day management and operation of designated parking facilities across the Georgia World Congress Center, Centennial Olympic Park, Mercedes-Benz Stadium, and the Signia by Hilton Atlanta hotel, including staffing, traffic management, revenue management, customer service, technology support, marketing, financial reporting, and data analytics. Proposers must document a minimum of five consecutive years of parking facilities management experience at venues comparable in size, scope, and complexity, with evidence of recent experience within the previous five years at convention centers, conference centers, arenas, or similar large event venues.
The contract term is five years with two optional one-year renewal periods. Proposers must submit one original and five hard copies plus an electronic copy on flash drive as a single PDF (50 pages maximum, 11-point font minimum). The financial proposal must include a fixed annual management fee, itemized reimbursable operating expenses, staffing costs, technology costs, transaction and third-party fees, start-up and transition costs, and a five-year financial projection; alternative financial structures such as revenue-sharing or performance-based models are permitted. Evaluation uses 75% qualifications (financial stability, key personnel qualifications, references, and suitability of proposed services) and 25% cost. The Authority retains control over parking policies, rates, hours of operation, and material operating decisions. Questions are due October 15, 2026 at 10:00 a.m., with clarifications issued by October 16, 2026.
