About this opportunity

The Regional Transportation District (RTD) is requesting bids for removal and replacement of asphalt pavement at the Federal Center Station Park-n-Ride in Lakewood, Colorado, under IFB 326DP001, with bids due July 23, 2026, and a mandatory pre-bid briefing on June 30, 2026. An SBE participation goal of 15 percent applies; bidders must make adequate good faith efforts to meet this goal to be deemed responsive and responsible, and SBEs must be certified with RTD's Small Business Opportunity Office prior to bid submission under the applicable NAICS code.

The scope encompasses full-depth removal of approximately 8,350 square yards of existing asphalt in the southeast quadrant of the parking lot, unclassified excavation (115 cubic yards), soil subgrade scarification and recompaction, geotextile installation, aggregate base course (82 tons), and placement of 6.5-inch hot mix asphalt pavement in three lifts totaling 2,990 tons. Work also includes temporary fencing (1,360 linear feet), pavement marking, mobilization, and construction traffic control. The site is located at 11601 W 2nd Place, Lakewood, Colorado. Contractors must comply with City of Lakewood regulations and RTD work hour restrictions (7 a.m. to 7 p.m. Monday–Saturday, 9 a.m. to 7 p.m. Sunday) and obtain a Building and Grounds Access Permit at least 5 business days before commencing work. Substantial completion is due 30 calendar days after Notice to Proceed; the overall contract period is two months from Notice to Proceed, with option periods available.

The contractor must conduct at least 51 percent of total work on-site with its own staff, though this percentage may be reduced by change order if advantageous to RTD. Bidders must submit 5 percent bid security (bid bond, cashier's check, certified check, or cash) and comply with prevailing wage provisions and equal opportunity requirements. Bids must be valid for at least 90 days. The apparent low bidder must submit a Schedule of Values within 72 hours of bid opening. The inquiry period closes July 7 at 10 a.m., with RTD responses by July 16 at 10 a.m. RTD anticipates final selection by July 31, 2026. Bids are due through RTD's OpenGov online procurement portal with public opening via Microsoft Teams.
