About this opportunity
Greenville County Parks, Recreation & Tourism is seeking professional services through a Request for Qualifications (RFQ) #26012 for the Oakland Park Master Plan, which involves developing a comprehensive vision for 52 acres of publicly owned property located at 259 Adams Mill Road in Simpsonville, South Carolina. The project, previously known as Oakland Plantation and the Hollingsworth YMCA Outdoor Center, was purchased by the Upstate Preservation Trust in 2023 and transferred to Greenville County for park development and preservation. The procurement will be conducted in two phases: Phase One focuses on master plan development, including public participation, site analysis, and creating a conceptual site plan from August 2025 to June 2026, while Phase Two will develop 100% construction documents and cost estimates for park implementation. Consultants must conduct public surveys and meetings, analyze site information, develop a comprehensive narrative report, and create a final master plan conceptual site plan. Responses will be evaluated based on five equally weighted criteria: responsiveness to the RFQ, experience with similar projects, relevant experience and results, team qualifications, and past performance. The submission deadline is August 29, 2025, at 3:00 pm, with an anticipated award date of September 8, 2025.
The RFQ does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The project is funded by the SC Conservation Bank and the Greenville County Natural & Historic Land Trust, with no specific incumbent vendors identified. The property includes a 4-acre parcel with a homestead and ten outbuildings, for which the Upstate Preservation Trust has entered a Memorandum of Understanding with Greenville County for historic preservation and rehabilitation. While a specific budget range is not detailed in the documents, the project involves two tax map parcels (TMS# 0548010102801 & 0548010102800) and aims to transform the historical property into a public park while preserving its historical significance. The Sample Services Agreement included in the documentation suggests the potential for up to four annual contract renewals, with payment terms to be negotiated after an intent to award is issued. Contractors will be required to maintain comprehensive insurance coverage, including Comprehensive General Liability, Automobile Liability, and Statutory Worker's Compensation, as outlined in the sample contract.
