About this opportunity
Jackson County, Missouri is issuing Invitation to Bid (ITB) No. 26-030 for a twelve-month term contract with two optional twelve-month extensions for Park Alarm Monitoring, Installation, "As Needed" Repair & Maintenance services for the Parks and Recreation Department. The County is procuring comprehensive alarm system services across 26 alarm-equipped locations within its 22,000-acre park system, which includes lakes, campgrounds, historic sites, and a golf course. Deliverables include both supervised monitoring—with call list procedures initiated if locations are not opened or closed within a 30-minute window of scheduled times—and unsupervised monitoring with activity logged for monthly reporting. The successful contractor must provide hourly rates for regular repairs (Monday-Friday, 8:00 a.m. to 5:00 p.m.), emergency and after-hours repairs (weekends, holidays, and evenings), replacement battery costs, equipment installation rates, and percentage discounts on manufacturer's list pricing for parts, with all pricing remaining firm and fixed throughout the contract term. Required qualifications include a minimum of five years of experience providing similar services to municipalities, a UL-certified central monitoring station within the Greater Kansas City Metropolitan Area, and a dedicated technician with available resume submission. All bids must be submitted electronically through the Jackson County Bonfire Portal by 2:00 p.m. CDT on June 9, 2026, with questions due by 5:00 p.m. CDT on June 2, 2026. Evaluation criteria include compliance with insurance requirements (Commercial General Liability of $1,000,000 per occurrence/$2,000,000 annual aggregate, Commercial Automobile Liability of $1,000,000 combined single limit, and Workers Compensation at statutory limits), submission of a Certificate of Compliance from the Jackson County Compliance Review Office, completion of a Statement of Contractor's Qualifications, and certification of no conflicts of interest and federal work authorization compliance.
The County will give preference to Missouri-based businesses when quality and price are equal and will consider MBE/WBE/Small Business status if applicable. No incumbent vendor or current contractor has been identified in the provided documentation. All bids are binding for ninety calendar days following the response deadline, and the County reserves the right to split awards, reject any or all bids, waive technical defects, and select the bid deemed most advantageous. No fuel surcharges are permitted, and the contractor cannot charge the County for system programming, technical support, opening and closing notifications, or work required to correct the contractor's oversights. The estimated annual spending for all services combined is $20,000, with monitoring ordered monthly and repairs and maintenance ordered on an as-needed basis throughout the contract term. No work may commence without a hard copy purchase order issued by the County's Finance and Purchasing Department, and a Certificate of Insurance meeting specified minimums must be provided within ten business days of award notification.
