About this opportunity
The Florida Department of Health (FDOH), Division of Children's Medical Services (CMS), Bureau of Early Steps and Newborn Screening, Early Steps Program is seeking to procure the development of revised technical assistance materials and the design and development of people-first and disability-friendly materials. The technical assistance materials are intended to build the professional competencies of the Early Steps Family Resource Specialists, who serve as the parent liaisons between the Early Steps Program and the families. The disability-friendly materials will explain the Individuals with Disabilities in Education Act to families. This single-source acquisition has an estimated value of $950,000 and a term of 2 years. The justification for the single-source procurement is that the Office of Special Education Programs has established regional Parent Training and Information Centers to support families of children with disabilities, and the Family Network on Disabilities is the sole provider eligible to provide these services within Florida. The Early Steps Program is funded through a grant from the Office of Special Education (OSEP) under Part C of the Individuals with Disabilities Education Act (IDEA), and the state is required to provide up-to-date resources from professional and other groups that provide assistance to infants and toddlers with disabilities and their families.
This contracting opportunity is limited to the Family Network on Disabilities, the designated Parent Training and Information Center for the state of Florida. There are no other set-aside designations or restrictions on the types of organizations that can respond. The current incumbent vendor is the Family Network on Disabilities, and there are no requirements for integration with existing infrastructure or technology. The procurement process includes a due date of May 17, 2023 for submissions, but there are no details provided on any additional evaluation criteria, questions, site visits, or bidders' meetings.
