About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) published by the Florida Department of Health (FDOH), Division of Children's Medical Services (CMS), Bureau of Early Steps and Newborn Screening, Early Steps Program. The Program requires the development of revised technical assistance materials for the Local Early Steps Program to build the professional competencies of the Early Steps Family Resource Specialists, as well as the design and development of people-first and disability-friendly materials for families explaining the Individuals with Disabilities in Education Act. The estimated dollar amount for this single-source acquisition is $950,000.00, with a term of 2 years. The intended single source vendor is the Family Network on Disabilities, the Parent Training and Information Center for the state of Florida.

The justification for this single-source acquisition is that the Office of Special Education Programs has established regional Parent Training and Information Centers to support families of children with disabilities, and the Family Network on Disabilities is the sole provider eligible to provide these services within Florida. The Early Steps Program is funded through a grant from the Office of Special Education (OSEP) under Part C of the Individuals with Disabilities Education Act (IDEA), and the state is required to provide up-to-date resources from professional and other groups that provide assistance to infants and toddlers with disabilities and their families.
