About this opportunity

The State of Illinois is soliciting bids on parachute recovery systems for small unmanned aircraft systems (sUAS) and accessories under contract B-54136, with proposals due September 24, 2026.

The scope encompasses parachutes designed for sUAS operations and related recovery system accessories and components, with technical specifications and performance requirements meeting aviation safety standards and operational compatibility with sUAS platforms. All parachute recovery systems must meet safety certification requirements.

All vendors, contractors, and subcontractors must comply with the Standard Illinois Certifications (Version 26.2), which establish 34 distinct mandatory compliance requirements covering vendor eligibility, financial standing, legal compliance, and operational standards. Key provisions address educational loan defaults, pension incentive receipt restrictions, legal entity status, collective bargaining obligations, criminal history disclosures, state debt delinquency, tax compliance, environmental violations, anti-competitive practices, drug-free workplace requirements, equal employment opportunity, foreign labor practices, cybersecurity compliance, and political contribution restrictions. Vendors certify they are not debarred, suspended, or ineligible for state contracts; false certifications may result in contract voidance, suspension, debarment, denial of payment, civil fines, or criminal penalties under the Illinois False Claims Act. Contracts exceeding one year require annual recertification, with vendors obligated to report changes affecting their ability to meet Article 50 requirements of the Illinois Procurement Code.

The State of Illinois Standard Terms and Conditions (Version 23.2) govern contract performance. Vendors must maintain $1 million general commercial liability coverage per occurrence and workers' compensation as required by law, maintain records for three years (five years if federal funds are involved), warrant all supplies meet specifications and are free from defects for twelve months, and comply with prevailing wage requirements where applicable. The State retains sole ownership of all work product, may terminate for convenience with thirty days' notice or immediately for cause, and reserves the right to suspend or terminate if appropriations prove insufficient.
