Dougherty County Board of Education is requesting sealed bids for paper supplies to support its National School Lunch Program and School Breakfast Program operations under IFB 007-SNS-2024, with bids due June 13, 2023 at 2:45 p.m. and a question deadline of May 31, 2023. All products must comply with the Buy American provision of the William F. Goodling Child Nutrition Reauthorization Act, requiring domestic commodities or products to the maximum extent practicable.
The scope comprises 87 line items of food service disposables, cleaning and sanitation supplies, and operational items—including food trays, cups, lids, bowls, portion containers, cutlery, liners, bags, napkins, towels, aprons, hairnets, and gloves—with detailed specifications and approved brands specified in Attachment A. The vendor must install toilet paper and automatic paper towel dispensers. Estimated annual usage ranges from 5 units for specialty items to 5,000 units for high-volume items such as platinum school lunch trays. The district operates 24 nutrition sites and expects direct-to-site weekly deliveries over a 40-week period.
The contract commences July 1, 2023 and terminates June 30, 2024, with renewal options for up to two additional one-year terms by mutual written agreement. All bid prices must remain firm throughout the initial contract period and any renewal terms, inclusive of all packing and transportation costs to individual school locations; no fuel surcharge is permitted. Deliveries must be made F.O.B. destination in well-maintained refrigerated trucks with no partial deliveries accepted except in emergencies requiring delivery within less than two days. Payment follows within 30 days of invoice receipt after product inspection and acceptance.
For bids of $25,000 or more, bidders must complete debarment and suspension verification certifications; for bids of $100,000 or more, a lobbying certificate is required. Bids require one original, one print copy, and one digital copy on a flash drive submitted in sealed envelopes to DCSS Logistical Services; email and fax submissions are not acceptable. Bid opening will occur at 601 Flint Avenue, Albany, Georgia 31701 and be streamed via Zoom. Award will be made to the lowest responsive and responsible bidder, with notification expected within approximately 60 days of bid opening.
