About this opportunity

Sacramento County is requesting bids for paper collection and recycling services under RFB 2026-RFB-0088, with responses due August 31, 2026 at 5:00 p.m. and contract award scheduled for September 4, 2026. The resulting award will be offered to other governmental, educational, and non-profit entities through the Sacramento County Procurement Alliance (SCoPA), creating a cooperative purchasing vehicle for broader use.

A 5% local-vendor preference and a 2% micro-business preference are available for qualifying vendors. Bidders must meet minimum qualifications including legal business establishment and minimum $2,000,000 general liability per occurrence plus workers' compensation insurance, with compliance to all applicable County, State, and Federal regulations required.

The scope covers collection, transportation, and recycling services for paper products generated at approximately 90 County facilities across Sacramento, Carmichael, Elk Grove, Rancho Cordova, Mather, and McClellan. The awardee must furnish and maintain collection containers at no charge; provide signed receipts at each pickup; and submit monthly collection reports (due by the 10th of each month) and annual reports with the January invoice. Pricing is required for five paper types (white, color ledger, mixed, old corrugated cardboard, and newsprint) per ton, plus transportation costs per mile; mileage rates will not factor into award determination, though the County reserves the right to evaluate reasonableness and reject excessive or unbalanced pricing.

The estimated annual spend is $30,000. The initial contract term is one year, with Sacramento County reserving the right to exercise four additional one-year extensions. Bid responses remain valid for 90 calendar days after closing. Questions are due August 24, 2026. The County will award to the lowest responsive and responsible bidder and reserves the right to reject any or all responses, award by individual items or groups of items, and waive any informalities.
