County_Locations_and_Pick_Up_Schedule.xlsx

This is a County Locations and Pick-Up Schedule spreadsheet for Sacramento County's paper recycling services procurement, detailing collection points across approximately 90 County facilities. The scope encompasses paper collection and recycling services at locations throughout Sacramento, Carmichael, Elk Grove, Rancho Cordova, Mather, and McClellan. The schedule identifies specific site addresses, container sizes (ranging from 3-yard dumpsters to 96-gallon and 100-gallon bins), quantities per location, and collection frequencies categorized as weekly, every two weeks, or on-call (with on-call services to be quoted at weekly rates for proposal purposes). One location (2150 Stockton Boulevard) requires weekly collection of a 3-yard container, while 4600 Broadway requires weekly service for a 3-yard dumpster and 4800 Broadway requires bi-weekly service for six 96-gallon bins and one 3-yard container. The Request for Bid (RFB 2026-RFB-0088) requires responses by August 31, 2026 at 5:00 p.m., with contract award scheduled for September 4, 2026, and the initial contract term of one year with four optional one-year renewals.

The estimated annual contract value is $30,000. Bidders must submit pricing for five paper types (white, color ledger, mixed, old corrugated cardboard, and newsprint) per ton, along with transportation costs per mile, though mileage rates will not influence award determination. The awardee must furnish and maintain collection containers at no charge, provide signed receipts at each pickup, and submit monthly collection reports due by the 10th of each month plus annual reports with the January invoice. Sacramento County offers a 5% local-vendor preference and a 2% micro-business preference for qualifying vendors. Minimum qualifications include legal business establishment and $2,000,000 general liability insurance per occurrence plus workers' compensation coverage. The resulting award will be made available to other governmental, educational, and non-profit entities through the Sacramento County Procurement Alliance (SCoPA). Questions must be submitted by August 24, 2026, and bid responses remain valid for 90 calendar days after closing. The County reserves the right to award to the lowest responsive and responsible bidder and to reject any or all responses.
