About this opportunity
Palm Beach County is requesting bids for reconstruction of a public dock facility within the Lake Worth Lagoon in the City of Lake Worth Beach under Contract 2026ERM01, with proposals due August 27, 2026.
The scope encompasses demolition and reconstruction of a former dock structure, including supply and installation of concrete pilings, timber framing and decking, timber railings, and fixed dock hardware; concrete repairs to the existing bulkhead cap; construction layout and as-built surveys; turbidity control; vibration and settlement monitoring; and site restoration. The contractor must obtain Florida Department of Environmental Protection Permit Exemption and City of Lake Worth Beach Building Permit No. 25-2868. Work is limited to 8:00 a.m. to 6:00 p.m. on weekdays (Monday through Friday), excluding recognized county holidays. Mobilization must commence within fifteen calendar days after Notice to Proceed issuance.
The contractor bears all costs for quality assurance, quality control, construction surveys, safety compliance, temporary facilities, staging areas, utilities, and equipment. All work must conform to FDEP permit conditions, city building permit requirements, U.S. Coast Guard regulations, and Florida Department of Transportation standards. The contractor maintains sole responsibility for environmental protection, hazardous materials management, utility coordination, traffic maintenance, and protection of existing waterways and adjacent structures.
Payment uses a lump sum and unit price structure across fourteen bid items covering mobilization/demobilization, site restoration, turbidity control and monitoring, vibration and settlement monitoring, construction layout and surveys, concrete repairs, and unit prices for pile removal and disposal, pile supply and installation, timber framing, decking, railing, dock cleats, aluminum ladders, and pile accessories. Partial monthly payments are eligible upon completion of work and submission of required documentation including Daily Quality Control Reports and Turbidity Monitoring Reports, with measurement and payment based on documented field work and surveys certified by Florida registered professionals.
