About this opportunity
The City of Philadelphia is issuing a micro purchase solicitation for a Pallet Jack, posted on April 27, 2026, with a submission deadline of May 1, 2026. This procurement will be awarded as a whole or by line item, whichever best serves the City's interests, to the lowest responsive and responsible bidder. Sellers must submit quotes for all items to be eligible for award and are prohibited from submitting multiple quotes for the same products or services. The contract term is 365 days from the effective date, with no purchase orders issued after the close of business on the final day of the contract term. All pricing must be quoted on an FOB Destination Point basis and must be net of taxes, as the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Quote submission validity is 60 days from the date of submission, and the City will announce acceptance or rejection within 60 days of the submission deadline. Sellers must submit their bids through the PHLContracts eProcurement platform at www.PHLContracts.phila.gov and are required to attach an executed Consent and Authorization Agreement prior to bid closing or risk having their quotes deemed non-responsive. Contractors must maintain general liability insurance with a minimum limit of $500,000 per occurrence and workers' compensation at statutory limits, and must comply with all applicable City, state, and federal laws, including nondiscrimination requirements and tax obligations.
The City of Philadelphia is collecting voluntary data on LGBTQ business ownership and certification through the LGBTQ Applicant Data Form to identify and facilitate inclusion of LGBTBE-certified vendors into the City's vendor database. Vendors may also disclose certifications from other recognized programs, including the Eastern Minority Supplier Development Council (ESMDC), Pennsylvania Unified Certification Program (PAUCP), Disability:IN, or Women's Business Enterprise National Council (WBENC). There are no identified set-asides or restrictions limiting eligible respondents, though the City reserves the right to reject any or all quotes, accept quotes from multiple sellers, or accept quotes on individual line items. The total contract amount cannot exceed $43,000, adjusted annually by the percentage increase in the Consumer Price Index Urban (CPI-U) from January 1, 2020, to the most recently published figure and rounded to the nearest thousand dollars. No incumbent vendors or existing infrastructure requirements are identified in the procurement documents. Payment is contingent upon delivery, City approval, and invoice submission, with all payments made via electronic deposit to the awarded entity's designated bank account.
