About this file

This is a Seller Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist outlines procedural requirements for vendors submitting quotes on a Pallet Jack micro purchase opportunity. Sellers must complete all required steps to submit a responsive bid, including confirming their seller role, answering questions regarding Local Business Entity (LBE) certification status, entering unit costs for all listed items, and accepting the terms and conditions of the bid. The opportunity will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and are instructed not to deliver or provide services until notified by the department.

Vendors are required to attach an executed Consent & Authorization form to their submission; quotes will not be considered without this document on file. The checklist also provides vendors the option to submit an LGBTQ Applicant Opportunity Data Form and any supporting documents related to their quote. All mandatory questions must be answered, and all attachments listed in the Terms & Conditions Tab must be downloaded, saved, and submitted. Vendors must review their completed quote for red validation warnings and address any issues before submission through the PHLContracts portal at www.PHLContracts.phila.gov.
