About this opportunity
Black Hills State University (BHSU) has issued a Request for Proposal (RFP) for painting services across its campuses in Spearfish and Rapid City, covering multiple jurisdictions including Kingsbury and Minnehaha Counties in South Dakota. The procurement seeks a contractor to provide comprehensive painting services including minor building painting, construction and renovation project painting, and miscellaneous painting tasks. Qualified vendors must submit a valid contractor's license and liability insurance certificate with their proposal. The RFP evaluation criteria will assess offerors based on specialized expertise (30%), past performance record (15%), references (15%), pricing (10%), availability (15%), and familiarity with project locations (15%). Proposals are due by March 28, 2024, with anticipated contract award and negotiation scheduled for April 15, 2024. Interested vendors must email inquiries to Barbara.Mustard@sdsmt.edu with the subject line "RFP #24RFP10201" by the specified deadline, with all subsequent communications and clarifications to be posted on the state's e-procurement system.
While the RFP does not explicitly mention set-aside designations or restrictions for disadvantaged enterprises, it requires vendors to provide an hourly labor rate for services with no overtime compensation allowed. The contract is structured for an initial one-year term with potential annual extensions up to four additional years. Vendors are recommended to conduct site visits before submitting proposals and must demonstrate a capability to respond to service requests within 24 hours, with emergency responses required within one hour. Though specific budget ranges are not detailed, the procurement suggests a flexible, performance-based contract that will prioritize expertise, responsiveness, and competitive pricing. No incumbent vendor information is provided in the available documentation, and there are no specific technology integration requirements mentioned beyond the standard painting service delivery expectations.
