About this opportunity
Dallas Independent School District (Dallas ISD) has issued a Request for Proposal (RFP) for painting materials, supplies, and equipment to support routine maintenance, repair, and facility improvements across district campuses. The procurement seeks comprehensive painting resources, including interior and exterior paints, paint brushes, rollers, and related supplies, with specific requirements such as in-store color matching capabilities and products within manufacturer shelf life. The contract will be awarded for a three-year term with potential for two successive one-year extensions, not to exceed five total years. Proposals are due by November 6, 2025, and must be submitted electronically through the Bonfire portal, with vendors encouraged to participate even if they are sole source providers. The district will evaluate proposals using a "best value" approach considering nine key criteria, with significant emphasis on vendor reputation, service quality, district needs, and past vendor relationships. The solicitation is funded through various sources including local, state, federal, and grant programs, and is being conducted in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200 requirements for procuring goods and services using federal dollars.
The district has established an aspirational Small Business goal of 30% for goods and services contracts, with a strong focus on Minority and Women-Owned Business Enterprise (M/WBE) participation. Vendors can earn up to 20 points in the evaluation process based on M/WBE engagement, including demonstrating commitment to the Small Business Office program, providing M/WBE subcontractor references, and showing comprehensive understanding of diversity requirements. Certified M/WBE firms, joint ventures, and teaming arrangements are encouraged, with specific scoring categories for diverse subcontractor inclusion. While no specific budget range was explicitly stated, the district's comprehensive solicitation suggests a potentially significant contract value for painting materials across multiple district facilities. Vendors must complete various compliance documents, including a Conflict of Interest Questionnaire, Certificate of Interested Parties (Form 1295), and adhere to strict data protection and confidentiality requirements outlined in the district's standard terms and conditions. The procurement process emphasizes transparency, compliance, and opportunities for diverse business participation.

This Request for Proposal (RFP) will be used to purchase painting materials, supplies, and equipment to support routine maintenance, repair, and facility improvement across the District's facilities and campuses. This is for District-wide use, on an "as needed" basis. All vendors are encouraged to participate even if vendors are the sole source providers. This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200 requirements to procure vendors who provide goods or services purchased by Dallas ISD using federal dollars. This proposal may be used with local, state, federal, and grant-funded programs. LENGTH OF CONTRACT The term of this proposal shall be for a three (3) year agreement with two (2) successive one (1) year extensions based on the long-range needs of the District and mutual consent of both parties not to exceed five (5) years total. Any contract that results from this solicitation and upon Mutual Agreement of the awarded vendor and the District, may be extended not to exceed a total of 5 years(s). If either party intends not to renew the Contract, that party must give written notice to the other party no fewer than ninety (90) days prior to the expiration of the then-current term of the Contract. If the District fails to timely exercise any of the options to renew, all remaining options to renew shall expire and terminate.
