About this opportunity

Cook County Government, through its Office of the Chief Procurement Officer, is issuing a Draft Invitation for Bid (IFB) for Paint Supplies to support the County Department of Facilities Management. The procurement seeks various types and quantities of paint supplies to be delivered to 18 specified Cook County facilities throughout Illinois on an as-needed basis. All products must be new and in original sealed packaging, compliant with EPA VOC limits and OSHA flammable liquid storage requirements, and meet Green Seal environmental standards, with Safety Data Sheets provided at delivery. Bidders must submit written questions by April 15, 2026, at 12:00 PM Central Time, with bids due May 6, 2026, at 10:00 AM Central Time through the online Bonfire portal at https://cookcountyil.bonfirehub.com/portal/?tab=openOpportunities. The contract will have a three-year initial term with two optional one-year renewal periods, awarded to the lowest responsible and responsive bidder. Delivery must occur within 10 business days of order placement on an F.O.B. Destination basis between 8:00 AM and 1:30 PM on weekdays, with invoices due within five business days of delivery and net 60-day payment terms. Pricing shall be firm for the first contract year, with any subsequent rate increases subject to Chief Procurement Officer approval and supporting documentation.

This procurement includes mandatory Minority-Owned Business Enterprise (MBE) and Women-Owned Business Enterprise (WBE) participation requirements of 25% and 10%, respectively, with bidders failing to meet these goals required to submit a Petition for Reduction/Waiver with documented good faith efforts to avoid rejection as non-responsive. All bidders must submit completed Economic Disclosure Statements (EDS), Identification of Subcontractor/Supplier/Subconsultant Forms (ISF), and MBE/WBE Utilization Plans as mandatory conditions of bid submission. The procurement documents do not identify any incumbent vendors or current contractors. Bidders must certify compliance with Cook County living wage requirements, drug-free workplace standards, human rights provisions, campaign contribution and gift ban ordinances, wage theft ordinance requirements, and cooperation with the Cook County Inspector General. The procurement documents do not specify an overall budget range or maximum contract value; however, the detailed bid tables within the Bonfire platform will specify quantities and pricing for individual paint supply items. No mandatory site inspection is required for this procurement.
