About this opportunity

The Texas Department of Transportation is requesting offers for a paint striping truck control and integrated data logging upgrade for six existing 2014 paint striping trucks, with responses due August 26, 2026 at 3:00 p.m. Central Time under RFO 601340000066255.

The scope includes a complete upgrade package: electronic paint striping control system with real-time capture and display of vehicle speed, application rates, temperatures, pressures, material usage, paint volume, bead data, distance, pattern, and job information; GPS and cellular communication capability for fleet location tracking and remote data transfer; one touchscreen operator display per truck; a minimum of two cameras per truck; environmental sensing equipment; all installation hardware (cabling, connectors, clamps, fasteners, protective loom); onsite installation assistance at TxDOT's facility in Abilene, Texas; system calibration; training covering system configuration and functionality; and a minimum one-year subscription to an online platform accessible to TxDOT personnel for striping operation data, fleet movement, material usage, environmental conditions, and reporting tools. Vendors must provide annual renewal pricing separately from initial contract pricing.

The bid table requires line-item pricing for paint striping machines and parts, internet database subscriptions (one-year term), installation and removal services, third-party travel costs, and transportation/freight services. All pricing must be firm, fixed-price, all-inclusive on an F.O.B. destination basis with shipping, handling, and delivery fees included. No performance bonds, financial requirements, or insurance are required. Award will be based on best value for the state, considering quality, reliability, delivery terms, vendor past performance, financial resources, and maintenance and support capability, evaluated on a pass/fail basis using the CPA Vendor Performance System. The tentative award date is August 28, 2026. Questions were due August 14, 2026; TxDOT posted answers by August 19. Respondents must submit the Bid Table, Execution of Offer, Texas Family Code Schedule, acknowledgement of addenda, Compliance with Specification documentation, Assumptions Schedule, and Exceptions Schedule through the Euna Procurement system. The response period is irrevocable for 120 calendar days after closing. Contact: Tonya Myrick, CTCD, CTCM, Tonya.Myrick1@txdot.gov or 903-258-0973.
